Abstrak. This research was conducted with the aim to develop a quality system in amil zakat institutions, infaq, and sodaqoh (LAZIS) Sabilillah in Malang and produce the final product in the form of Standard Operating Procedure (SOP) in the field of human resource management.

The method used in this research is the Research and Development (R & D), while the steps of product development following the steps proposed by Sugiyono (2016). Data analysis was performed using a test average. From the analysis of the data, obtained an average yield of respondents gave ratings between 4 to 5 for each aspect of each SOP. This means that the respondents rate the SOP prepared easy to understand, easy to implement, easy to control, and easily modified according to the development.

Suggested to the organization to implement the SOP compiled consistently, and supervision in its implementation to ensure successful implementation of the procedure. For further research are expected to explore a wider range of organizations, so as to present a more complete SOP.
